Does regional innovation policy really work for Industry 4.0? Evidence for industrial districts

Jose-Luis Hervas-Oliver et al.

Summary: This study examines the role of different innovation policies in promoting Industry 4.0 adoption in three Marshallian Industrial Districts (MIDs). The results show that different mechanisms and approaches are effective in creating awareness and diffusion of Industry 4.0, based on the unique "cognitive structure" of each district. The study suggests that bottom-up, co-designed actions led by collective actors with both public and private stakeholders are the most effective way to promote digitization in MIDs.
