This article discusses the challenges in the current AI governance system and the relationship between data, algorithm, technology, governance, and geopolitics in its successful implementation. It presents the Adaptive-Hybrid AI Governance framework that models trustworthy AI and associated risks through technical, ethical, and societal regulations. The article emphasizes the importance of trustworthy AI and examines how major countries are shaping their AI regulatory mechanisms. It also provides a case study on ethical AI governance in defense.
