From natural gas to green hydrogen: Developing and repurposing transnational energy infrastructure connecting North Africa to Europe

Summary: This paper explores the economic and regulatory conditions for large-scale production and transport of green hydrogen from North Africa to Europe. The EU is interested in importing hydrogen from North Africa to meet climate commitments and compensate for reduced gas imports from Russia. The potential cost advantage in production and transport of green hydrogen from North Africa, specifically Algeria, is analyzed. Additionally, the competitiveness of Egypt in renewable energy generation is examined. The paper suggests a differentiated approach for cooperation with Egypt and Algeria based on their regulatory and political economy differences.
