A critical analysis of the implementation of the new model for allocating federal resources to primary healthcare: operationalism and improvisation

Summary: This essay critically examines the primary healthcare policies adopted by the Jair Bolsonaro government in the Brazilian Unified National Health System (SUS), focusing on the first year of implementing a new model for budget fund allocation. The analysis reveals the ongoing devaluation of an operational SUS in favor of universality. It also explores the financial losses and gains in funding for primary healthcare, particularly in Sao Paulo and Manaus, during the first year of the new allocation model, which correspond to the challenges posed by the COVID-19 pandemic. The findings suggest that the underfunding resulting from the new model may affect other cities in Brazil unequally and in combination with their respective realities.
