Organized crime and waste management costs

Summary: This paper investigates the relationship between organized crime and municipal solid waste management costs. Using panel data of 7069 Italian municipalities from 2015 to 2019, the study finds that organized crime operating in the environmental sector is associated with an increase in waste management costs. The effect of organized crime is stronger in macro-regions where organized crime has historical roots. These findings are robust after controlling for municipality fixed effects and national/regional trends in total service delivery costs. The paper contributes to a better understanding of local service costs and provides insights for policymakers.

Policy evaluation of waste pricing programs using heterogeneous causal effect estimation

Summary: Using machine learning methods in a quasi-experimental setting, this study examines the heterogeneous effects of implementing waste prices on waste demands and municipal costs. The research finds that waste demands are nonlinear and demonstrate varying elasticities at different price levels. Moreover, after three years of adoption, the policy leads to significant reductions in total waste, resulting in decreased waste management costs for all municipalities.

Designing circular economy-compliant municipal solid waste management charging schemes

Summary: We evaluate the performance of a gain-sharing charging scheme for promoting circularity in municipal solid waste management. Comparing it with unit pricing and standard schemes, the use of unit pricing leads to improved environmental performance and slightly lower per capita costs. However, in comparable municipalities, unit pricing and standard schemes may be equivalent. On the other hand, a rewarding charging scheme can outperform other schemes under specific conditions, making it the first-choice option based on socioeconomic and geographical characteristics.
