Many countries are promoting innovation orchards through government-industry-academia partnerships to facilitate the incubation of new technology enterprises. This research examines the impact of this partnership on business incubation, specifically investigating the separate effects of government, industry, academia, and public institutions in establishing new R&D institutions. Empirical tests using data from the Chinese Ministry of Science and Technology's 2020 official survey reveal that participation of governments and academia has a positive impact on start-ups, while enterprise participation is not significant. The cooperation between government and academia in establishing new R&D institutions has a positive effect on business incubation.

Summary: The helping-hand theory of government suggests that government can stimulate innovation by providing incentives and attracting skilled foreign labor. This study fills a research gap by examining the impact of policies attracting highly skilled foreign labor on corporate innovation. The findings show that these policies promote innovation, especially for companies lacking skilled employees, and that upgrading human capital is an important mechanism. Moreover, the policy has a stronger innovation-incentive effect for native companies in need of high-skilled labor, and politically connected non-state-owned enterprises benefit more from the policy.

Summary: National innovation systems play a crucial role in the domestic production and commercialization of scientific knowledge and technology. Our paper examines global trends in innovation and technology, as well as the formation of global economic relations, global investment, knowledge and technology flow, internationalization of R&D, and global innovation networks. Our study, based on a case study from Russia, analyzes the relationship between instrumental values of science and technology and the development of national innovation systems within the context of sustainable economic development. The results provide insights for stakeholders and policymakers in innovation policies and approaches in business, economics, and education.

Summary: This study investigates the dynamic and qualitative nature of technological change in 96 countries between 1980 and 2021 from a structuralist technology upgrading perspective. Using patent data, the study maps the dynamics of technological knowledge by exploring growth rates and significance of technology clusters. It also examines the relationship between specific technology clusters and economic growth, as well as the changing patterns of technology upgrading over time. The results show a significant association between growth dynamics and country-level specific technology clusters, driven by the ICT-based technological revolution and enabling nanotechnology, biotechnology, and automation tools. Heterogeneous trajectories in technological profiles allow for distinguishing between more productive and less productive technology upgrading profiles at different income levels. The findings suggest that innovation policy should focus on technology clusters with different objectives, requirements, and institutional setups, beyond solely emerging technologies.

Summary: The EU climate policy has a significant impact on the competitiveness of both the EU as a whole and individual member states, leading countries to seek new knowledge to enhance their national competitiveness. However, there is limited empirical research on the implementation of green competitive strategies within the EU from different countries' perspectives. Using the Porter Hypothesis and system theory, this paper investigates national competitive strategies that align with climate neutrality in the EU. Through data analysis from 24 EU countries over a 10-year period, the study identifies three green competitiveness profiles and five green competitiveness progress strategies in the EU. The findings highlight the diverse strategies and conditions of EU countries in their transition towards climate neutrality and competitiveness, resulting in varying rates of progress. The results provide a foundation for the development of country-specific policies to achieve green competitiveness.

Summary: The purpose of this study is to reveal the specific features of the modern EU innovation policy focused on sustainable European development, and evaluate the parameters of national innovation ecosystems of EU member states and Ukraine, and their impact on global innovative development. Through correlation-regression analysis, it is reiterated that the parameters of national innovation ecosystems affecting the innovation of EU member states and Ukraine change depending on their productivity and innovation potential. The study identifies the factors with the greatest impact on the ranking of countries in the Global Innovation Index, based on the classification of the European Innovation Scoreboard. The analysis reveals that the set of factors varies and has different degrees of influence on the level of innovation development in each group of countries. Based on the evaluation results and the urgent need for post-war reconstruction in Ukraine, policy recommendations are made for Ukraine, ensuring the systematic influence of the state on the national innovation ecosystem.
