Together Strong or Falling Apart? Coping with COVID-19 in Smallholder Irrigated Agriculture

Summary: In this paper, the functioning of institutions governing groundwater during the Covid-19 pandemic is explained using ideas about the functioning of the state and processes of bricolage. The analysis is based on empirical material from one irrigation scheme in Zimbabwe, which shows both transformation and degeneration of these institutions over the course of the crisis. Temporary and innovative ways of collectively organising around groundwater have emerged during the pandemic, but as the situation becomes normal, access and representation for some people are further restricted.

Explaining societal change through bricolage: Transformations in regimes of water governance
