Summary: This study incorporates the concept of service effectiveness into public space evaluation and constructs a social service effectiveness evaluation system to measure the utilization rate and realization effect of urban blue spaces (UBSs). Through literature research, 6 primary indicators and 12 secondary indicators are set to investigate the UBSs. The evaluation system utilizes field surveys, text analysis, and remote-sensing techniques to collect relevant data, and quantitatively analyzes the overall effectiveness characteristics and efficiency-effect balance.
