Impact of Plans of Safe Care on Prenatally Substance Exposed Infants

Summary: This study retrospectively reviewed child welfare case registry data in Delaware to assess the impact of implementing child welfare-based Plan of Safe Care (POSC) supportive programming and community-based linkages for families of infants affected by prenatal substance exposure. The results showed that POSC promoted supportive linkages to community-based programming and reduced the risk of serious physical injury and fatality for infants affected by prenatal substance exposure and their families.

Summary: Reducing the rate of Aboriginal and Torres Strait Islander children in out-of-home care is a key target for all Australian governments, but current strategies have failed and the gap is widening. Approximately one in five indigenous children under the age of one year enter out-of-home care each year, causing significant harm to families, communities, and cultures. Major reform and increased investment are urgently needed to address this crisis.
