Policy Networks Across Political Systems

Florence Metz et al.

Summary: Political systems play a critical role in shaping power structures and interaction patterns in policymaking. Research shows that consensus democracies facilitate power sharing and collaboration among actors, while majoritarian democracies concentrate power and restrict access to competitors.

Within the shadow of hierarchy: The role of hierarchical interventions in environmental collaborative governance

Lingyi Zhou et al.

Summary: This paper highlights two areas that have been poorly examined in existing literature - the lack of empirical studies on the diverse impacts of hierarchical interventions on collaborative governance, and the limited deliberation on how existing horizontal relationships can moderate the effects of hierarchical interventions. By analyzing environmental collaboration data from the Yangtze River Delta region in China, the study finds that hierarchical interventions enhance the formalization of collaborative arrangements, and that horizontal relationships derived from past experiences can moderate these effects.

Latent network models to account for noisy, multiply reported social network data

Caterina De Bacco et al.

Summary: Social network data often involve multiple individuals' reports, and it is challenging to reconcile conflicting responses. There are potential risks in multiply reported data if people's responses are influenced by the expectation of balanced, reciprocal relationships. We propose a probabilistic model that incorporates ties reported by multiple individuals and explicitly considers factors like over- or under-reporting tendencies and mutual relationships. Applying this model to real-world data, we find strong evidence of mutuality, which varies across relationship types. Our findings highlight the importance of addressing these issues in collecting, constructing, and analyzing survey-based network data.

Who Joins a Forum-And Who Does Not?-Evaluating Drivers of Forum Participation in Polycentric Governance Systems

Mario Angst et al.

Summary: The study found that in Swiss water governance, the majority of actors do not participate in any forums. Those who are more concerned with a broader range of policy issues and have more organizational resources are more likely to participate. Organizations representing policy beliefs consistent with median beliefs in the system also tend to participate more.

Leveraging shadow networks for procedural justice

Abigail York et al.

Summary: Environmental sustainability-governance research increasingly focuses on procedural justice and inclusion in decision-making. Understanding the reproduction of inequity and environmental injustice requires examining inclusion and exclusion, knowledge integration, and the potential for more inclusive processes in environmental governance. Shadow networks are viewed as having the potential to expand inclusion but might also perpetuate historic injustices and exclude certain actors or communities.

Birds of a Feather Fight Together: Forum Involvement in a Weakly Institutionalized Ecology of Policy Games(sic)(sic)(sic)Palabras clave

Tomas Olivier et al.

Summary: This study explores how the institutional context influences forum participation dynamics in weakly institutionalized settings, such as the Lower Valley of the Chubut River in Argentina. Forum participants tend to focus on specific types of collective action problems and attract others with similar perceptions, potentially leading to the reproduction of certain perceptions and deepening conflicts in the long run. The findings highlight the importance of understanding how policy stakeholders in weakly institutionalized settings self-organize to promote collective action.

Institutional navigation for polycentric sustainability governance

Mark Lubell et al.

Summary: This article introduces an institutional navigation framework that emphasizes how individuals pursue policy goals within polycentric sustainability governance. By contrasting California's San Francisco Bay with Queensland's Great Barrier Reef, the analysis provides a normative perspective, theoretical hypotheses, and practical ideas for policy actors seeking to achieve complex sustainability goals in polycentric systems. The Perspective recommends actions in knowledge, relationships, strategies, and decision and implementation to effectively navigate environmental politics and governance.

Policy issue interdependency and the formation of collaborative networks

Johanna Hedlund et al.

Summary: The study found that in two collaborative water governance venues, actors' selection of collaborative partners was influenced by both policy issues and their interdependencies, as well as social positions and actor attributes. In one venue, policy issue interdependencies did not specifically affect partner selection, while in the other venue, only actor and relational attributes shaped social tie formation. This suggests that the way actors interact may not always align with the policy issues and their interdependencies when addressing complex environmental problems.
