On the nature and structure of externalities

Summary: This paper contributes to the literature on externalities and their classification by integrating transaction costs theory with Buchanan's and Ostrom's analyses of property rights and institutional diversity. A new taxonomy of externalities is developed, considering the scale of externalities and the assignability, enforceability, and tradability of property rights. This approach broadens the theory of externalities to not only encompass market exchanges but also incorporate cases of unclear property rights. Institutional diversity can offer adaptable solutions to tackle medium- and large-scale externalities.

Policies and norms implemented by ASF have an impact on projects. Analyzing the distribution of costs and benefits can determine the contribution and sustainability of the second-order actor. The study reveals that ASF policies have a fairly symmetric distribution of costs and benefits, which can aid projects by providing necessary services.
