Developing counterurbanisation: Making sense of rural mobility and governance in Japan

Luke Dilley et al.

Summary: Urbanisation has been a dominant trend in Japan, but with the rapid ageing and depopulation of rural areas, the phenomenon of counter-urban migration has attracted attention. However, the extent and policy drivers of counterurbanisation and rural in-migration in Japan remain underexamined. This paper examines the governance and representation shifts in rural areas in Japan, particularly in relation to rural mobilities, and uses secondary migration data to shed light on rural mobility trends. The authors argue that Japan exhibits two forms of counterurbanisation, an idealised form pursued by the central government and a more limited material counterurbanisation seen on the ground. They suggest a need for convergence between these two forms.
