The politics of measurement and the case of energy efficiency policy in the European Union

Summary: Energy efficiency is a policy strategy in Europe aimed at energy savings and reducing greenhouse gas emissions. This paper focuses on the amendments to the Energy Efficiency Directive from 2016 to 2018 and explores the struggle over the definition and measurement of energy efficiency. Drawing on insights from Science and Technology Studies and indicator politics, it examines how the meaning of energy efficiency was negotiated through its measurement. The political negotiations provide an empirical case to understand the politics of measurement and how it affects the governance of energy efficiency.

Advocacy Coalitions and Paths to Policy Change for Promoting Energy Efficiency in European Industry
