Toward Collaborative Adaptation: Assessing Impacts of Coastal Flooding at the Watershed Scale

Allison Mitchell et al.

Summary: The U.S. Mid-Atlantic coastal region, particularly Hampton Roads, Virginia, is experiencing higher rates of sea level rise (SLR) due to land subsidence. Current adaptation plans for coastal flooding are developed at the municipal level, lacking consideration of flooding beyond administrative boundaries. This study evaluates flooding impacts at the watershed scale in Hampton Roads, identifying at-risk areas and exploring the implications on municipalities, land uses, and land covers. The findings highlight the need for collaborative adaptation planning across hydrologically influenced spatial scales.

Examining the relationship between migration and land cover change in rural U.S.: evidence from Ohio, United states, Betweem 2008 and 2016

Sohyun Park et al.

Summary: The study of rural migration patterns in Ohio, USA between 2008 and 2016 revealed different migration patterns, such as urban peripheries growing due to inmigration from metro suburban areas, and agricultural and forested areas reflecting intra-rural and micropolitan migration. Forested communities lost population while rural poverty pockets gained low-income families from rural and metro urban areas.

Dichotomous classification and implications in spatial planning: A case of the Rural-Urban Continuum settlements of Kerala, India

Susan Cyriac et al.

Summary: Kerala State in India has a unique Rural-Urban Continuum (RUC) settlement pattern. While it is difficult to distinguish between urban and rural settlements, the existing dichotomous classification forms the basis of spatial planning, governance, and management. However, the current situation has resulted in the spread of urban characterized settlements towards environmentally fragile areas. Despite several discussions about the RUC nature of settlements, detailed information about the spatial characteristics of Kerala is missing in the literature.

Predicting future urban growth scenarios and potential urban flood exposure using Artificial Neural Network-Markov Chain model in Miami Metropolitan Area

Shaikh Abdullah Al Rifat et al.

Summary: Due to the increased coastal population growth and urbanization along with rising sea levels, more people and properties will be under increased flood risk globally. This study used a high accuracy Multi layer perceptron (MLP) and Artificial Neural Network-Markov Chain (ANN-Markov) model to predict future urban growth in Miami Metropolitan Area (Miami MSA), and assessed the flood risks in different growth scenarios.

Summary: This paper studies the adaptation needs and strategies for low-lying coastal areas worldwide and finds that adaptation will have a positive impact on the habitability of these areas. However, there may be adaptation limits by the end of this century, indicating the need for further greenhouse gas emissions mitigation.

A Comparative Study of the Resilience of Urban and Rural Areas under Climate Change

Qingmu Su et al.

Summary: The impact of climate change has posed significant risks to urban and rural systems. This study explores the difference between urban and rural resilience under climate change, aiming to improve planning strategies and resource allocation. Through the construction of resilience indicators and analysis, it is found that urban areas rely more on socio-economic structure resilience, while rural areas depend more on their own knowledge and economic independence. This provides valuable reference for developing strategies to enhance urban and rural resilience.

Rural planning guidelines for urban-rural transition zones as a tool for the protection of rural landscape characters and retaining urban sprawl: Antalya case from Mediterranean

Sila Balta et al.

Summary: Rurban landscapes are the transition areas between urban and rural environments, where city, agriculture, rurality, and nature converge. Managing these transition zones is crucial to ensure agricultural production continuity, food safety for cities, and the preservation of traditional land use and rural characteristics. The study aims to analyze urban sprawl models and present the applicability of a rural planning guideline in the urban-rural transition zone in Eks,ili case, in Turkish Mediterranean Antalya. The guideline is based on environmental, spatial, and social characteristics of both rural and urban areas, providing continuity of rural characteristics, maintaining agricultural productivity, and protecting natural biodiversity.

Equitable buyouts? Learning from state, county, and local floodplain management programs

Linda Shi et al.

Summary: Climate change-exacerbated flooding has sparked renewed interest in property buyouts as a managed retreat strategy in the US. Federal buyout programs are criticized for being inaccessible and inequitable. Research has shown that subnational buyout programs are more inclusive and responsive to resident needs due to their access to dedicated funding and institutional status, although they lack coordination and control over development and affordable housing agencies. The experiences of subnational programs suggest that federal programs can support managed retreat by increasing capacity at state and county levels, bridging institutional silos, and integrating climate considerations into floodplain development, housing production, and risk mitigation.
