Summary: A comprehensive theory of Smart Cities is still lacking, mainly due to the uncertainty surrounding the Smart City concept and its beneficiaries. This study adopts a systems approach to analyze Smart City literature and identifies a dualistic phenomenon of sources of innovation and loci of change occurring at all levels of the stratified city system. The analysis reveals an overemphasis on the organizational level and insufficient attention to the individual and system levels. To address this, the study introduces the Social Innovation Cycle framework to link all strata and promote a more holistic development of Smart Cities with a focus on the intersection of sources of innovation and loci of change.
