Evaluated Post-Disaster and Emergency Assembly Areas Using Multi-Criteria Decision-Making Techniques: A Case Study of Turkey

Summary: Disaster refers to events that cause physical, economic, and social losses due to insufficient resources. Earthquakes, in particular, are frequent natural disasters worldwide. However, the recent major earthquake in Turkey has revealed the inadequacies of existing pre- and post-disaster plans. Implementing a comprehensive disaster management plan can help prevent future disasters. This study used four multi-criteria decision-making techniques to evaluate and select emergency assembly areas in Golbasi, Ankara, Turkey. The findings identified the Sacrificial Slaughter Area, Green Area, Sehir Park, Muhsin Yazicioglu Sports Complex, and the Turkiye Muhasebeciler Association (Incek and Taspinar) as the top five effective emergency assembly areas in Golbasi district.

Data collection tools for post-disaster damage assessment of building and lifeline infrastructure systems

Various tools have been implemented, including satellites, drones, LIDAR scans, water level sensors, etc. Coordinating data collection efforts can enhance damage assessment through augmenting datasets and filling in information gaps. This paper provides a comprehensive review of available tools and makes recommendations for improving post-disaster assessment.

An uncertainty-aware framework for reliable disaster damage assessment via crowdsourcing

Summary: Accurate and timely estimation of disaster damages is crucial in disaster management, and crowdsourcing has emerged as a possible solution to address the challenge of limited resources and workforce. This research enhances the reliability of crowdsourcing in post disaster damage assessment by improving the content and reliability of information gathered through public participation. A novel framework is proposed to quantify and reduce uncertainty in the outcome of participatory damage assessment by decomposing the classification of overall damage state and implementing a decision rule to infer the damage state of buildings. An information-theoretic model is presented to obtain an accurate probabilistic description of the inferred damage states while accounting for the reliability of citizen participants and the ambiguity of images.

A Conceptual Framework Integrating Building Back Better and Post-Earthquake Needs for Recovery and Reconstruction

Summary: Global disasters caused by earthquakes have become more frequent and intense, leading to post-disaster recovery and reconstruction becoming the new norm in social processes. This study proposes a new conceptual model (N-BBB) based on international consensus and post-disaster needs assessment to analyze recovery after the Changning Ms 6.0 earthquake in Sichuan Province, China. The model was found to effectively address the diversified needs of post-disaster recovery and reconstruction through strong policy guidance and coordination of top-down and bottom-up approaches.

Multi-dimensional damage assessment (MDDA): A case study of El Nino flood disasters in Peru
