Summary: Capacity strengthening of primary health care workers is commonly focused on knowledge and skills, often in combination with other domains such as self-efficacy, practices, ability, and competencies. Measurement of capacity strengthening typically involves pre- and post-tests, practical evaluations, and observation. A framework incorporating intra-personal, inter-personal, and technical domains is proposed to establish a common consensus on individual capacity strengthening for future work.
