Summary: Due to global climate change and the increasing threat of extreme natural disasters, a resilience engineering approach is applied to ensure nuclear safety from design to accident response and recovery. Petri net models are used to simulate the losses, health states of systems, mitigation processes, and recovery and maintenance processes. The method is applied to assess the resilience of a pressurised heavy water reactor against three possible external events, considering potential accidents. The results show that the method can comprehensively describe the resilience of nuclear power plants and highlight the importance of stochastic deterioration.

Fragility-based system performance assessment of critical power infrastructure

Jintao Zhang et al.

Summary: Climate change and population growth necessitate the development of critical power infrastructure systems to meet energy demand. Traditional performance assessment of these systems focuses on thermodynamic analysis, which only considers energy output and system efficiency. However, this neglects the component reliability and the vulnerability of the energy delivery system to external factors like wind. This study integrates wind speed fragility modeling and reliability assessment to evaluate the performance of critical power infrastructure, considering both energy generation and delivery. The results from a case study demonstrate the significant nonlinear impacts of decision variables on system performance, and the proposed approach estimates the energy received by consumers from the generation site.

Raif C. B. Bucar et al.

Summary: This article presents a data-driven approach to assess flood risk exposure and determine routes during heavy rainfall events. By analyzing diverse geospatial and drainage infrastructure datasets, the factors contributing to increased flood risk were identified. Using a reinforcement learning model trained on the flood risk patterns in the data, routes that avoid flood-prone areas can be generated. The route assistance model was benchmarked against other algorithms and showed a balanced consideration of path length and reliability.

An integrated hydrological and hydraulic modelling approach for flash flood hazard assessment in eastern Makkah city, Saudi Arabia

Waleed A. El-Saoud et al.

Summary: This study assesses the adverse impacts of flash floods on holy sites and urban areas in the Wadi Mehassar basin. The rapid alterations in topography and lack of hydrometric stations in the study area pose challenges for assessing flash flood hazards. ArcGIS, ERDAS Imagine, and WMS were used to process geological and hydrological data, while mathematical hydrologic and hydraulic models were employed to simulate flood characteristics. The results showed that 44% of the total area was at risk of flash floods, with 5.4% classified as high risk, 13.3% as medium risk, and 81.3% as low risk.

Critical facility accessibility rapid failure early-warning detection and redundancy mapping in urban flooding

Utkarsh Gangwal et al.

Summary: This paper proposes a network-theory-based detection model to identify the critical point after which the rate of road access loss to critical facilities starts to accelerate, aiming to detect the early warning of the rapid critical facilities accessibility loss after flooding. The case study using the road network of Harris County, Texas during Hurricane Harvey 2017 flooding and simulated 500-year flooding demonstrates the impact of flooding on daily life. The result of this research can facilitate decision-making on targeted infrastructure protection and reveal the resource redundancy inequity and risk disparity across the network when integrated with social vulnerability mapping.

Examining the Impact of Different DEM Sources and Geomorphology on Flash Flood Analysis in Hyper-Arid Deserts

Summary: In this study, different DEMs were analyzed in two Nile-tributary catchments in Egypt to assess their contribution to hydrological and geomorphological analyses in the hyper-arid Sahara. The results show that technical aspects related to sources and resolutions of the datasets have minimal impact on quantitative flash-flood analyses, while variations in geological and geomorphological characteristics of the catchments have a more significant control on hydrograph magnitudes. Understanding the geological and hydrological evolution of the catchment is crucial for integrated management strategies of floods in hyper-arid conditions worldwide.
