Does cash money solve energy poverty? Assessing the impact of household heating allowances in Spain

EU Member States have implemented financial aids and other measures to address this issue. An analysis of Spain's Thermal Social Allowance policy is conducted, proposing a Thermal Energy Cheque policy to overcome limitations. The study findings suggest that the Thermal Energy Cheque policy could more effectively reduce winter energy poverty.
