Russia's war in Ukraine and transformation of EU public diplomacy: challenges and opportunities

Summary: Taking a perceptual approach, this study argues that the extensive changes triggered by the Russian invasion of Ukraine in February 2022 have presented important opportunities for narrowing the perceptual gaps between the EU and Ukraine that emerged after the annexation of Crimea. The authors differentiate between the changes in attitudes towards each other, contextual changes due to the war, and shifts in EU policy on Ukraine's candidacy, which provide new avenues for closing existing perceptual gaps but also pose challenges for EU diplomacy. The study applies this theoretical framework to examine the transformation of the EU's public diplomacy in the context of Russia's war against Ukraine, suggesting that realizing the opportunities for perceptual changes requires a commitment to a 'new' public diplomacy by the EU.

Strategic communication of EU CSDP missions - measuring the EU's external legitimacy

Summary: This study analyzed the social media use of four CSDP missions and operations in the Mediterranean and Western Balkans by the EU, finding that elements of the EU's strategic communication were recurrent on the missions' official Twitter accounts but usually did not target the local populations of the host countries.
