Cities, as drivers of national economic development, have a crucial role in low-carbon development and climate change mitigation. Findings from this study show that pilot cities achieved an annual carbon emission reduction of approximately 2.72%, resulting in a gross domestic product loss of around 1.19 trillion yuan from 2013 to 2017. These reductions were achieved through adjustments in industrial structure, promotion of technological innovation, and investment in low-carbon technologies.
