The results show that TPREC significantly reduces carbon emissions in resource-exhausted cities through promoting technological progress, increasing vegetation carbon sequestration, and strengthening government environmental regulations. Furthermore, the study finds that the reduction effect of TPREC is most significant in the western region and coal-exhausted cities.
