Energy efficiency performance of the industrial sector: From the perspective of technological gap in different regions in China

Summary: Traditional estimation methods tend to overestimate energy efficiency performance due to the exclusion of heterogeneous production technology. Using the metafrontier method combined with SFA, this study analyzes energy efficiency performance of industrial sectors in China's provinces and finds distinct differences among regions, with the eastern region maintaining higher energy efficiency and technological gap ratios. The average industrial energy efficiency score of China is only 0.4396, indicating a significant potential for improvement.

Results show significant variations in IGTFEE among the provinces, with a declining trend overall. Technological progress, opening-up policies, and environmental regulations were found to significantly promote IGTFEE, while energy structure acted as a major constraint.

Measuring the effects of undesirable outputs on the efficiency of production units

Summary: The data envelopment analysis technique produces higher efficiency scores for decision making units (DMUs) when more input/output factors are considered, suggesting a concept to determine the minimum amount of undesirable outputs allowed for a DMU. Results show that efficiency of DMUs can be decomposed into parts accounting for desirable and undesirable outputs, which can help identify inefficiencies and formulate standards for allowable undesirable outputs.
