This article investigates the participatory budgeting experience of a municipality in Southern Italy through a case study, utilizing innovative methods to analyze quantitative and qualitative data and highlighting local management choices and public management strategies.

Summary: This study examines the relationship between environmental targets and GDP growth goals in China, treating environmental protection and economic development as competitive tasks. The findings suggest that high pollutant emission reduction pressure can lower provincial leaders' expectations of economic growth, but improving pollutant emission efficiency can weaken this impact on economic growth expectations.
