Win-win Strategies for Transboundary Water Management During the GERD Operating Stage

Summary: Due to their inability to reach an agreement on watershed degradation and water quality, riparian nations are experiencing peace and security issues. This paper aims to develop, evaluate, and analyze win-win strategies for transboundary water management during GERD's operating stage. The study reveals that the third win-win strategy, which includes developing cooperative regulatory policy, switching to renewable energy supported by GERD, and reducing water loss, is the most effective way to maintain peace between upstream and downstream nations.

The Ecological Compensation Mechanism in a Cross-Regional Water Diversion Project Using Evolutionary Game Theory: The Case of the Hanjiang River Basin, China

Summary: This paper analyzes the behavior and influencing factors of upstream, downstream, and central governments in a cross-regional water diversion project, aiming to improve the ecological compensation system in the basin. The results show that the initial probabilities of governments affect their final behaviors, the supervision of the central government can promote faster attainment of a stable state for upstream and downstream governments, and the current level of compensation from the central government is significantly lower than the opportunity cost of protecting the water environment for upstream governments.

A multi-weight fuzzy Methodological Framework for Allocating Coalition Payoffs of Joint Water Environment Governance in Transboundary River Basins

Summary: This study used a triangular fuzzy number to describe the payoff and solve the fuzzy allocation problem in joint environment governance. The authors constructed a multi-weight fuzzy allocation quadratic programming model and proposed an analytical solution to determine the triangular fuzzy allocation payoffs. The results showed that the model produces outputs comparable with the Shapley value allocation method.

The facilitation model aims to achieve agreement over conflicts by promoting engagement of actors to develop a common understanding of the problematic situation through an interactive and participatory process. The model consists of two phases and is applied to a real complex situation in the watershed of the Paraiba do Norte River in Brazil. The study concludes that the model is a powerful tool for analyzing complex problems with no consensus on solutions or high levels of uncertainties.
