Summary: This paper uses data from 290 cities in mainland China to analyze the impact of financing constraints on high-quality urban development. The results show that financing constraints limit the funds needed for high-quality urban development, which is not beneficial. Financing constraints are mainly implemented through reducing carbon emissions, which also hinders high-quality urban development. The negative effect of financing constraints on high-quality urban development increases over time.
