Estimating the Employment and Fiscal Consequences of Thermal Coal Phase-Out in China

Alex Clark et al.

Summary: China, with its large coal reserves and significant coal-fired power generation capacity, is facing the challenge of reducing its reliance on coal to achieve its carbon neutrality goal by 2060. This transition will have significant socioeconomic impacts, particularly in terms of job losses and declining tax revenues. Despite the government's efforts to promote labor productivity growth in coal mining, significant job losses are expected, and tax revenues from thermal coal are likely to decline rapidly. The major coal-producing provinces and state-owned power companies will be most affected by these changes.

Unveiling the political economy of fossil fuel extractivism in Colombia: Tracing the processes of phase-in, entrenchment, and lock-in

Felipe Corral-Montoya et al.

Summary: Understanding the process of fossil fuel extractivism (FE) is crucial to increase the ambition and effectiveness of global coal phase-out. This study focuses on the case of large-scale coal extraction in Colombia and analyzes the causal mechanisms, highlighting its severe implications on the environment, society, and economy. The research argues that the implementation of coal extraction and FE has been facilitated by masking and securitization strategies associated with state capture, resulting in the entrenched position of this sector. However, knowledge of the process can be an initial step towards confronting and reversing the situation.

What drives Pakistan's coal-fired power plant construction boom? Understanding the China-Pakistan Economic Corridor's energy portfolio

Rishikesh Ram Bhandary et al.

Summary: Pakistan has partnered with China to develop coal-fired power plants in order to meet its energy needs, but this has led to economic costs and risk aversion issues. Coal-fired power plants receive preferential policy support over renewable energy, attracting Chinese investment.

Liquefied natural gas expansion plans in Germany: The risk of gas lock-in under energy transitions

Hanna Brauers et al.

Summary: The German energy transition has been praised as a model for climate action, but plans for large-scale LNG import terminals are at odds with the country's climate targets. The study investigates the evolution of the natural gas sector in Germany and the mechanisms supporting the adoption of LNG, highlighting the overlooked lock-in potential and emissions that could complicate and slow down energy transitions in more advanced stages.

Energy production and CO2 emissions: The case of coal fired power plants under China Pakistan economic corridor

Qurat ul Ain Ali et al.

Summary: Pakistan is ranked as the seventh most vulnerable country in the debate on climate change, mainly due to high CO2 emissions from massive coal combustion for energy production. The study found that efforts to meet growing energy needs result in 14,500 Mt CO2 emissions per year, calling for immediate use of technology to reduce emissions.

Overcoming incumbent resistance to the clean energy shift: How local governments act as change agents in coal power station closures in China

Hao Tan et al.

Summary: In the context of green transition, phasing out coal for power generation is a crucial concern for energy policy. China plays a crucial role in the global phase-out of coal power, and our study on the closure of coal power plants in Guangdong province reveals how governments at provincial and city levels can act as change agents in overcoming resistance from incumbent power generation companies through various mechanisms.

Summary: Incumbent companies exhibit heterogeneous responses in sustainability transitions, depending on firm-specific, socioeconomic, and institutional factors, which can accelerate the transitions. Policy feedback effects and development of complementarities in infrastructure, instruments, and organizational elements are key in increasing heterogeneous responses.

Banking on coal? Drivers of demand for Chinese overseas investments in coal in Bangladesh, India, Indonesia and Vietnam

Kelly Sims Gallagher et al.

Summary: This paper investigates the financing and construction of new coal-fired power plants in South and Southeast Asia, finding that the demand for Chinese-backed coal plants is mainly driven by domestic policies in recipient countries and China's willingness to export equipment and services. The main policy implication is the importance of recipient countries putting in place enabling policy conditions for an energy transition to a low-carbon future.

There's Technology Improvement, but is there Economy-wide Energy Leapfrogging? A Country Panel Analysis

Brantley Liddle et al.

Summary: The study found that developing countries adopt less energy-intensive and less polluting economic activities when their income levels reach the same per-capita GDP levels as more mature OECD countries did in previous decades, supporting the concept of energy leapfrogging. These results have significant implications for researchers and policy analysts, as they indicate that international energy technology transfer is reducing the energy and climate footprint of many developing countries.

Experimentalist Governance with Interactive Central-Local Relations: Making New Pension Policies in China

Xufeng Zhu et al.

Summary: This article investigates the distinct features of experimentalist governance in China, proposing a framework that combines central-local interactive relations. The central government's concerns for policy performance and the reliance on local responses for policy evaluation are highlighted. Three new patterns of experimentalist governance in China are conceptualized, illustrated through case studies on pension policies for different groups.
