Procurement policy and SME participation in public purchasing

Summary: This study examines the relationship between regulatory policies in public procurement and the involvement of small and medium enterprises (SMEs), using a large dataset on European procurement. The research finds that better quality procurement regulation is associated with a higher level of SME participation and an increased likelihood of SMEs winning contracts. Additionally, dividing contracts into smaller lots, which is a key feature of the EU's procurement regulation reform in 2014, enhances SME participation but only increases the probability of SMEs winning contracts for small value lots. The results suggest that governments can promote SME involvement in public procurement by improving the overall quality of the procurement processes without explicitly favoring SMEs.
