Garnering sympathy: moral appeals and land bargaining under autocracy

Summary: In autocracies, local governments often undercompensate residents for their land and take it through eminent domain, but some residents can resist through extralegal land bargaining. By sending resistance signals challenging the legitimacy of local governments, residents can embarrass them and prompt higher-level governments to punish and make concessions. This highlights the political and moral economy of land bargaining and institutional change in a transitional autocracy.
