Cost-Benefit Analysis of Moving-Target Defense in Power Grids

Summary: This study focuses on active perturbations of transmission line reactances as a moving-target defense (MTD) strategy against false data injection (FDI) attacks in power grid state estimation. The research introduces formal design criteria for selecting truly effective MTD reactance perturbations and highlights the tradeoff between MTD's detection capability and operational cost. The separation between measurement matrix column spaces before and after MTD perturbation is shown to determine the effectiveness and cost of MTD in detecting FDI attacks.
