Measuring the inclusiveness of deliberation: structural inequality and the discourse quality index

Summary: This paper introduces a new measure for assessing the inclusiveness of deliberation, called deliberative uptake, and applies it to the case of Ireland's Convention on the Constitution. The results suggest that politician members were more likely to receive deliberative uptake for their ideas, and that men and women received similar levels of deliberative uptake throughout the Convention.
