Politics, Markets, and Pandemics: Public Education's Response to COVID-19

Summary: This study finds that the responses of local governments to the COVID-19 pandemic are influenced by partisan factors and vested interests. Republican-controlled districts are more likely to reopen schools in person, while Democratic-controlled districts are less likely to do so. Additionally, districts with stronger unions tend to rely more on remote learning. Interestingly, the severity of the virus does not significantly impact reopening decisions. The threat of student exit also plays a role in reopening decisions for public schools.
