Identifying Security Vulnerabilities in Electricity Market Operations Induced by Weakly Detectable Network Parameter Errors

Summary: This article identifies a new security vulnerability in electricity market operations related to errors in certain parameters of the network model database that are difficult to detect. These errors can impact locational marginal prices and financial transmission rights revenues. A method is developed to identify these parameters and simulation results in the IEEE 57-bus system are presented to illustrate the analysis. The proposed framework can be used for cyber-vulnerability assessment of power system model databases.

Network Parameter Coordinated False Data Injection Attacks Against Power System AC State Estimation

Summary: False data injection (FDI) attacks have been introduced as a significant class of cyber-attacks against power system state estimation. Attackers inject well-constructed false data to misguide results of state estimation by modifying measurements coordinately. A network parameter coordinated false data injection (NP-FDI) attack is proposed in this article to reduce the number of attacked measurements, with feasible conditions for minimizing attacks on a single line and a sparse attack strategy for the whole grid. Simulation results on IEEE 14-bus and IEEE 118-bus test systems evaluate the performance of NP-FDI attacks on sparsity and stealth.

The proposed model is demonstrated to be accurate and effective through a simulation study on an IEEE-30 bus system.
