Multi-functional urban design approaches to manage floods: examples from Dutch cities

Stefan Al

Summary: This paper identifies and examines four multi-functional urban design approaches used in the Netherlands for managing urban flooding, which include inland and coastal multi-functional levees, water plazas, and integrated carparks and water reservoirs. These approaches present challenges compared to traditional mono-functional flood strategies. The paper also suggests the potential applicability of these methods in urban design activities elsewhere.

Supporting urban adaptation to climate change: What role can resilience measurement tools play?

Sara Mehryar et al.

Summary: The study found that most tools for measuring urban climate resilience focus on knowledge sharing and raising awareness, with less emphasis on supporting the implementation of resilience actions. Current tools primarily evaluate cities' coping and incremental adaptation capacities against climate risks, neglecting transformative capacities. Therefore, there is a need for tools that focus more on supporting action implementation processes and transformative capacities.

Climate and disaster resilience measurement: Persistent gaps in multiple hazards, methods, and practicability

Finn Laurien et al.

Summary: In response to increasing demands for information on disasters and extreme events, there has been a surge in approaches to the measurement of applied risk management and resilience. However, very few of these approaches address systemic risks, particularly in multi-hazard environments. This paper reviews climate and disaster resilience measurement approaches and evaluates them based on various criteria. The findings indicate a lack of clear standards and validated approaches, the need to combine process- and outcome-based perspectives, and the importance of addressing multiple vulnerabilities in decision-making strategies. Future developments should focus on analyzing interactions between different scales and systemic risks.

Perspectives on transformational change in climate risk management and adaptation

Teresa Maria Deubelli et al.

Summary: This paper examines transformative approaches and transformational change in the context of climate risk management and adaptation by reviewing different perspectives in policy and scientific publications over the past decade. Despite diverse viewpoints on transformative change, certain areas of convergence, such as a spectrum from incremental change to system-level change for a more just and sustainable future, are identifiable.

The results show that in the western zone of the study area, the northern and central parts have very high resilience, while the southern and southwestern parts have very low resilience. In the eastern zone, the northwest and southwest parts have very high resilience, while the northern and western parts have very low resilience.
