Summary: In the United States, various efforts have been made to improve air quality in the past few decades. Ambient particulate matter (PM) concentrations have been used as an indicator to evaluate the effectiveness of environmental policies. Dispersion normalization, a recent development, has proven to be an effective approach in enhancing diel/seasonal patterns, thus providing improved source apportionment results for speciated PM mass and particle number concentration (PNC) measurements. This study incorporated dispersion normalization in the long-term trend analysis of PNCs in Rochester, NY from 2005 to 2019, and found that the changes in PNCs were driven by both emission rates and meteorological conditions. It is important for future studies to assess the effects of changing meteorological conditions when evaluating the effectiveness of PM concentration control policies. Additionally, an evident increase in nucleation mode particles was observed after dispersion normalization, which poses new challenges for future source apportionment and accountability studies.
