Can sustainable development policy reduce carbon emissions? Empirical evidence from resource-based cities in China

Summary: Resource-based cities (RBCs) have made significant contributions to China's social and economic development. However, with the challenges of worsening climate change and exhausted resources, curbing carbon emissions and facilitating the low-carbon transformation of RBCs have become global concerns. This study examines the implementation of the Sustainable Development Policy of National Resource-based Cities, 2013-2020 (SDPRC) and its impact on carbon emissions of RBCs in China. The findings suggest that the implementation of SDPRC has effectively reduced carbon emissions and intensities of RBCs, with a more significant effect observed as the policy advances. The suppressive effect of SDPRC on CO2 emissions is particularly pronounced in the western and central regions of China. Additionally, the study reveals that RBCs achieve CO2 emission reduction through optimizing industrial structures and reducing energy intensities.
