When Digital Mass Participation Meets Citizen Deliberation: Combining Mini- and Maxi-Publics in Climate Policy-Making

Anatol Itten et al.

Summary: The upcoming trend of climate assemblies and other forms of mini-publics aim to involve citizens in climate policy-making and overcome political challenges. However, mini-publics also face challenges such as co-option and losing connection with the wider public. To address these issues, recent studies propose combining synchronous deliberations of small groups with online participation procedures. This article reports the findings of a three-step combination model and evaluates the strengths and weaknesses of this approach according to the actors involved.

Citizen Deliberation in Germany: Lessons from the 'Burgerrat Demokratie'

Rikki Dean et al.

Summary: This article examines the capacity of randomly-selected citizen deliberation procedures to generate inclusive and thoughtful citizen judgments, and explores their relationship with political authority and the broader public sphere. Through a case study of Germany, it finds that mini-publics can enhance citizen participation in policy-making compared to self-selected participation, but also highlights the importance of considering attitudinal stratification in participant selection. Additionally, it discusses how the innovative process design and civil society campaign expertise of the Burgerrat Demokratie can connect citizen deliberation to political authority and the public sphere without institutionalizing the process.

The internal dynamics of scaling up deliberative mini-publics

John Rountree et al.

Summary: Recent research has shown that scaling up deliberative mini-publics to connect with broader arenas of policymaking can affect the internal dynamics of these mini-publics. By analyzing two notable cases, the 2017 Our Coastal Future Forum in South Carolina and the 2020 Oregon Citizens' Assembly on coronavirus disease-19 recovery, it was found that the scaling-up process invites a pragmatic orientation within deliberation, focusing on issues of efficiency, scope, and efficacy.
