Measuring the inclusiveness of deliberation: structural inequality and the discourse quality index

Summary: This paper introduces a new measure for assessing the inclusiveness of deliberation, called deliberative uptake, and applies it to the case of Ireland's Convention on the Constitution. The results suggest that politician members were more likely to receive deliberative uptake for their ideas, and that men and women received similar levels of deliberative uptake throughout the Convention.

However, mini-publics also face challenges such as co-option and losing connection with the wider public. To address these issues, recent studies propose combining synchronous deliberations of small groups with online participation procedures. This article reports the findings of a three-step combination model and evaluates the strengths and weaknesses of this approach according to the actors involved.

Citizen Deliberation in Germany: Lessons from the 'Burgerrat Demokratie'

The internal dynamics of scaling up deliberative mini-publics

By analyzing two notable cases, the 2017 Our Coastal Future Forum in South Carolina and the 2020 Oregon Citizens' Assembly on coronavirus disease-19 recovery, it was found that the scaling-up process invites a pragmatic orientation within deliberation, focusing on issues of efficiency, scope, and efficacy.
