Revenue sharing on the Internet: A case for going soft on neutrality regulations

Summary: The study suggests that revenue sharing contracts between CPs and ISPs can incentivize ISPs to invest in improving internet infrastructure and enhancing QoS. The preference of CPs for neutral or non-neutral regimes depends on their monetizing power, with non-neutral regime being more beneficial for ISP revenue and social utility. Additionally, an intermediate "soft-neutral" regulatory regime is proposed to alleviate social utility loss and improve outcomes when CPs determine contracts through bargaining.

Paid Peering, Settlement-Free Peering, or Both?

Summary: With the rapid growth of congestion-sensitive and data-intensive applications, traditional settlement-free peering agreements are often not enough to meet the QoS requirements of content providers. Internet access providers feel that revenues from end-users are not sufficient to recoup upgrade costs, leading to the introduction of a new paid peering agreement. The study models optimal peering schemes for IAPs, showing that offering both paid and settlement-free peering is optimal for profit and welfare maximization.
