Summary: This paper discusses the factors that need to be considered for improving the National Flood Insurance Program in the USA and how biases leading individuals to not protect themselves against low-probability, high-consequence flood events can be addressed. The study identifies six biases that contribute to individuals' decisions not to purchase insurance or invest in loss reduction measures, and proposes the use of a behavioral risk audit in designing a strategy to encourage property owners in hazard-prone areas to take protective measures.

Summary: Coastal cities in the Southeast and Gulf Coast of the United States are facing increased risks of hurricanes due to urbanization, rapid economic development, and climate change. Current building codes do not consider the resilience of buildings, especially light-frame wood residential buildings which are vulnerable to hurricane winds and storm surge. Decision-making at the community level is necessary to develop rational engineering and urban planning policies to mitigate the impact of hurricanes and climate change.
