The research introduces formal design criteria for selecting truly effective MTD reactance perturbations and highlights the tradeoff between MTD's detection capability and operational cost. The separation between measurement matrix column spaces before and after MTD perturbation is shown to determine the effectiveness and cost of MTD in detecting FDI attacks.

Optimal Planning and Operation of Hidden Moving Target Defense for Maximal Detection Effectiveness

Summary: Moving target defense (MTD) is a promising defense strategy in the power system to detect false data injection (FDI) attacks, with hidden MTD (HMTD) being a superior method. This paper addresses the challenges of optimal planning and operation of D-FACTS devices for MTD effectiveness, proposing novel methods and algorithms for D-FACTS placement and operation models. Experimental results on IEEE 14-bus and IEEE 57-bus systems demonstrate the effectiveness of the proposed approaches.
