Towards Resilient Rotterdam? Key conditions for a networked approach to managing urban infrastructure risks

Summary: Urban resilience theory and practice are increasingly acknowledging the importance of critical infrastructures, yet there is limited understanding of the governance challenges and the role of city administrations in integrating them into urban resilience policies. An analysis of Rotterdam, the Netherlands, shows that city administrations are constrained in authority and heavily dependent on decisions made by other actors for managing interconnected infrastructure networks. Institutionalizing resilience hinges on the institutional capacity of city administrations to manage networks more effectively, requiring adjustments to redefine roles and responsibilities, budgeting, and integration of actions at different levels of government. National and supranational legal reforms are needed to establish procedural rules for urban risk management and contingency planning to enhance the resilience of cities and infrastructures.
