Translating the sustainable development goals in national development planning: the case of Mozambique's energy for all programme

Eleusio Viegas Filipe et al.

Summary: This paper examines how the Mozambique National Energy Company has interpreted SDG 7.1 within the context of national politics and international conditions. The compartmentalisation of the company's structure as a result of this translation goes against the integrated and autonomous approach of SDGs for sustainable development at the national level. To reduce organizational fragmentation and dependency on donor interventions, the international community needs to align SDG-oriented interventions with Southern institutional frameworks and their political contexts.

Insurgent aspirations? Weak middle-class utopias in Maputo, Mozambique

Morten Nielsen et al.

Summary: This article examines middle-classness as an often-utopic aspiration in Maputo, Mozambique, based on ethnographic data. By continuously deferring stabilization of the growing middle-class population, new forms of urban citizenship are produced, available to both assumed 'middle-class' members and other residents enacting middle-classness as an urban ideal. The article compares two state-sponsored urban planning initiatives to illustrate how middle-classness is actualized by groups not seeking typical spatially envisioned middle-class status, articulating a particular conceptualization with a dominant utopian ideology for urban living.
