Flood risk index development at the municipal level in Costa Rica: A methodological framework

Adolfo Quesada-Roman

Summary: This study analyzes and classifies the flood risk of 82 municipalities in Costa Rica, and designs a flood risk index to understand the role of different variables at a local level. The results show that municipalities located in flatlands, Pacific and Caribbean basins, as well as borderlands and coastal regions have higher flood risk. This approach can promote flood risk assessment plans in developing countries or regions with limited information.

A modelling framework to design an evacuation support system for healthcare infrastructures in response to major flood events

Maziar Yazdani et al.

Summary: Climate changes contribute to the increasing frequency and severity of extreme weather events such as floods. Well-functioning hospitals play a critical role in communities' ability to withstand the adverse health impacts of such events. However, many hospitals are not designed with consideration of extreme weather risks and are located in flood-prone areas, raising concerns about their capability to meet community healthcare needs during disasters. This paper addresses the research gap in hospital evacuation planning and proposes a new modeling framework to enhance community resilience to growing flood risks caused by climate change.

Urbanization and climate change impacts on future flood risk in the Pearl River Delta under shared socioeconomic pathways

Xiaoli Chen et al.

Summary: This study conducted a comprehensive assessment of future flood risk in the Pearl River Delta, showing that climate change and urbanization are expected to exacerbate flood risk in most parts of the region over the next few decades. The results suggest that reducing greenhouse gas emissions may effectively mitigate the flood risk, and flood risk management and preventative actions should be included in regional adaptation strategies.

Flood susceptibility modelling using advanced ensemble machine learning models

Abu Reza Md Towfiqul Islam et al.

Summary: This study applied and assessed two new hybrid ensemble models, Dagging and Random Subspace (RS) coupled with Artificial Neural Network (ANN), Random Forest (RF), and Support Vector Machine (SVM) for modeling flood susceptibility maps at the Teesta River basin in Bangladesh. The models performed well in predicting flood occurrences and could help in reducing flood-related threats and implementing effective mitigation strategies in the future. The Area Under the Curve (AUC) of ROC was above 0.80 for all models, with the Dagging model showing superior performance compared to RF, ANN, SVM, RS, and benchmark models.

Flood risk assessment using hybrid artificial intelligence models integrated with multi-criteria decision analysis in Quang Nam Province, Vietnam

Binh Thai Pham et al.

Summary: This study proposed a flood risk assessment framework combining flood susceptibility assessment and flood consequences using Multi-Criteria Decision Analysis (MCDA) method. Two hybrid AI models, ABMDT and BDT, were developed with Decision Table (DT) as a base classifier to create a flood susceptibility map. The BDT model performed the best with an AUC of 0.96, and the proposed framework and models can be applied to other flood-prone areas for better flood hazard management.

Dynamic Assessment of the Impact of Flood Disaster on Economy and Population under Extreme Rainstorm Events

Xin Su et al.

Summary: In the context of climate change and rapid urbanization, a study was conducted to accurately assess flood disaster losses caused by extreme rainstorm events using various models and methods. The results showed that direct economic losses and affected population percentages were high, with built-up areas being the main disaster zones. The time characteristics of flood disaster losses change with increasing flood hazard severity and return periods.

Climate vulnerability and economic determinants: Linkages and risk reduction in Sagar Island, India; A geospatial approach

Aparna Bera et al.

Summary: Climate vulnerability refers to the tendency to be adversely affected by climatic variability and natural hazards. Low-lying islands like Sagar Island face increasing physical and non-physical stresses, leading to land, property, and livelihood loss that results in displacements and induced migration. This study explores the association between socio-economic vulnerabilities and indicators such as land loss, productivity loss, loss of livelihood, and induced migration through regression modeling.
