Bias in smart city governance: How socio-spatial disparities in 311 complaint behavior impact the fairness of data-driven decisions

Constantine E. Kontokosta et al.

Summary: This paper examines bias in resident-reported data by analyzing socio-spatial disparities in '311' complaint behavior in Kansas City, Missouri. Despite greater objective and subjective need, low-income and minority neighborhoods are less likely to report street condition or nuisance issues, while prioritizing more serious problems.

The Value of Urban Flood Modeling

B. R. Rosenzweig et al.

Summary: Urban flood models play a critical role in flood risk assessment and resilience planning, but current models are limited in representing integrated flooding processes in urban areas. Further research and collaboration support are needed to address these limitations and enhance the effectiveness of flood models.

On the Role of Serial Correlation and Field Significance in Detecting Changes in Extreme Precipitation Frequency

Stefano Farris et al.

Summary: This study investigates the effects of serial correlation and field significance on trend tests for extreme precipitation frequency, utilizing Monte Carlo experiments. The results show that incorporating the impact of serial correlation in trend tests on extreme precipitation frequency has limited impacts on tests' performance, while accounting for field significance improves interpretation of test results by limiting type-I errors. Patterns of statistically significant increasing or decreasing trends are identified in various regions based on the findings.

Opportunities for crowdsourcing in urban flood monitoring

Alysha M. Helmrich et al.

Summary: Flooding is a common natural hazard that causes property damage, injuries, and death. Urban flooding is difficult to forecast due to lack of data, but crowdsourced data from webcams, social media, and citizen science show potential for fine-scale hydrological data. Challenges include data reliability and consistency in integrating unconventional sources for flood modeling and prediction.

Propagation of radar rainfall uncertainties into urban pluvial flood modeling during the North American monsoon

Annika Hjelmstad et al.

Summary: This study evaluated the utility of different radar technologies and hydrologic-hydraulic models in simulating pluvial flooding during the North American monsoon in Phoenix. Results showed that Stage IV QPEs are the most accurate, MRMS QPEs have a positive bias, and the accuracy of simulating flooding can be improved with gauge correction for GCMRMS. Simulated flood metrics have lower uncertainty compared to QPEs due to rainfall-runoff transformation.
