Green technology progress and total factor productivity of resource-based enterprises: A perspective of technical compensation of environmental regulation

Summary: Through analyzing samples of China's Ashare resource-based enterprises, this study found that green technology progress significantly promotes total factor productivity and environmental regulation forces the green technology progress of enterprises through external pressure. Additionally, the results also indicate that the forcing effect of environmental regulation on green technology progress is more significant when enterprises have strong financial and human resource bases.

Summary: The research found that divergent claims on distributive and procedural justice among stakeholders in China's PES programs may undermine negotiation processes and agreements. Local officials in the upstream area feel disadvantaged in negotiations, believing they do not benefit enough from environmental improvements and bear too much of the pollution abatement costs. On the other hand, stakeholders in the downstream area advocate for a 'polluters pay' perspective on distributive justice, with some support from Beijing.
