Effects of of China's pilot low-carbon city policy on carbon emission reduction: A quasi-natural experiment based on satellite data

Weidong Huo et al.

Summary: Economic development has led to global greenhouse gas emissions and climate change, posing a common challenge for all nations. Cities, as drivers of national economic development, have a crucial role in low-carbon development and climate change mitigation. China has actively explored and implemented pilot policies for low-carbon cities to reduce emissions and mitigate climate change. Findings from this study show that pilot cities achieved an annual carbon emission reduction of approximately 2.72%, resulting in a gross domestic product loss of around 1.19 trillion yuan from 2013 to 2017. These reductions were achieved through adjustments in industrial structure, promotion of technological innovation, and investment in low-carbon technologies.

Can energy saving and emission reduction demonstration city selection actually contribute to pollution abatement in China?

Zilong Wang et al.

Summary: The selection of National Comprehensive Demonstration City of Energy Saving and Emission Reduction Fiscal Policy is an important policy that significantly reduces urban pollutant emissions. The effect of the policy increases in the short term but decreases gradually in the long term, mainly driven by innovation and reducing energy intensity, with more significant effects in cities with higher levels of economic development.

High-speed rail and CO2 emissions in urban China: A spatial difference-in-differences approach

Ruining Jia et al.

Summary: The study found that the increase in high-speed rail service intensity significantly reduces urban CO2 emissions and inhibits CO2 emissions in neighboring cities with a spatial attenuation boundary of 1000 km. However, higher levels of HSR service intensity in large cities and resource-based cities are not conducive to reducing CO2 emissions in neighboring cities.

Has the opening of high-speed rail reduced urban carbon emissions? Empirical analysis based on panel data of cities in China

Lexuan Sun et al.

Summary: Based on panel data from 274 cities in China from 2003 to 2016, this study finds that the opening of High-speed rail (HSR) can significantly reduce carbon emissions of cities along the route, with an average reduction of about 2.4% per city. The traffic substitution effect, optimization of industrial structure, and promotion of economic agglomeration partially mediate the impact of HSR opening on urban carbon emissions, while increased government environmental regulations can strengthen this effect. Additionally, HSR has a more significant impact on carbon emissions in eastern coastal and western regions of China, particularly in key cities in the western region rather than ordinary prefecture-level cities.

Does the low-carbon city policy make a difference? Empirical evidence of the pilot scheme in China with DEA and PSM-DID

Yang Fu et al.

Summary: The research shows that the low-carbon city policy can improve the overall carbon emission efficiency in pilot cities. Findings suggest that while existing studies argue that the policy can reduce the carbon emission of pilot cities immediately, in reality, it takes longer to improve carbon emission efficiency. Factors influencing this efficiency include the proportion of secondary industry, energy intensity, capital-labor ratio, and research investment. The policy may deepen the urban divide between eastern and western regions and the mechanisms through which it takes effect have been discussed.

The nonlinear impact of fiscal decentralization on carbon emissions: from the perspective of biased technological progress

Juntao Du et al.

Summary: The impact of Chinese-style fiscal decentralization on environmental pollution varies depending on the level of energy and environmental-biased technological progress in different regions. In areas with low levels, fiscal decentralization may increase carbon emissions, while in areas with high levels, it has the potential to reduce carbon emissions.

Yijuan Shen et al.

Summary: This study investigates the impact of natural resources rent, green investment, financial development, and energy consumption on carbon emissions in China. Results show that energy consumption and financial development have a positive impact on carbon emissions, while green investment is negatively correlated and natural resources rent is positively associated with carbon emissions. Recommendations include strengthening natural resource tax laws and promoting green investment and environmental policies to control carbon emissions.
