Summary: This paper combines the collective learning framework with documentary data and process tracing analysis to describe the features of the COVID-19 collective learning setting in Ghana and explore the linkages among learning processes, learning products, and COVID-19 mitigation. The study finds that diverse policy actors at different levels of government in Ghana perform different functions in managing the pandemic, and policies such as public gathering management, mandatory mask-wearing, partial lockdown, and fiscal and tax reliefs have helped mitigate the impact of the pandemic on people.

Policy Design for COVID-19: Worldwide Evidence on the Efficacies of Early Mask Mandates and Other Policy Interventions

Who Are Your Neighbors? The Role of Ideology and Decline of Geographic Proximity in the Diffusion of Policy Innovations

Summary: This study examines how neighbor and ideological cues change in importance over time using a dataset of 556 policies adopted from 1960 to 2014. The findings demonstrate the general key determinants of adoption, with variation in effects across time. The relative stability of ideological similarity and the declining influence of contiguous neighbors are found to be the most important factors, while political polarization plays a role in conditioning neighbor and ideological cues.
