Unambiguous Trends Combining Absolute and Relative Income Poverty: New Results and Global Application

Summary: Between 1990 and 2015, many countries saw a decrease in extreme absolute poverty while relative poverty increased. The global trend of overall income poverty, combining absolute and relative poverty, may be influenced by normative choices regarding the priority given to the absolutely poor versus the relatively poor. This study demonstrates that if an individual in absolute poverty is considered poorer than an individual in relative poverty, the overall poverty trend can be independent of the priority parameter, even when absolute and relative poverty follow opposite trends.

Income-Based and Consumption-Based Measurement of Absolute Poverty: Insights from Italy

Summary: This article examines the measurement of absolute poverty in Italy and compares the results when using income-based and consumption-based methods. The study finds that measuring poverty based on income leads to changes in the level and characteristics of poverty, and the incidence of income-based absolute poverty has increased more rapidly compared to the poverty rate. Furthermore, there is a low correlation between income-based absolute poverty and severe material deprivation at the individual level.
