Substitute services: a barrier to controlling long-term care expenditures

Summary: Long-term care expenditures are a major concern in developed countries, leading policy makers to seek cost reductions. However, the fragmentation of long-term care financing and complex spillover effects make it difficult to control expenditure growth. A study in the Netherlands found that changes in budget for one type of publicly financed home care led to offsetting changes in consumption of other types of home care, highlighting the limitations of controlling total costs.
