Summary: This study focuses on the cost overrun factors in mega hospital construction projects in Iran and categorizes and evaluates these factors using the Delphi and SWARA methods. The results indicate that unacceptable work quality, insufficient government budget allocation, and lack of technical knowledge among supervisors are the most crucial factors affecting contractors, employers, and consultants.

It found that project cost overruns primarily occur in developing countries and are typically related to resource, economic/financial, and political problems. The study identified 79 causes of cost overruns, with the top ten causes receiving the most citations in reviewed articles.
